What is a European Works Council (EWC)?
A European Works Council (EWC) is a formal body that brings together employee representatives from across Europe to meet with central management. Its purpose is to ensure employees are informed and consulted on important transnational matters, like company strategy, restructuring, mergers, or sustainability plans.
EWCs play a crucial role in fostering dialogue, building trust, and increasing transparency across borders. They offer a platform where employees and management can engage on shared challenges, helping align company policies with the interests and well-being of employees throughout Europe.

About the EWC Directive (2009/38/EC)
The European Works Council Directive (2009/38/EC) provides the legal basis for informing and consulting employees in multinational companies across Europe. It applies to companies with at least 1,000 employees and 150 or more in at least two EU/EEA countries, and obliges them to establish a European Works Council (EWC) upon employee request. The directive ensures that employees are involved in decisions on transnational matters, such as restructuring, mergers, or significant strategic changes.
The directive is currently under review by the European Commission, with proposed revisions aimed at strengthening employee participation and improving the effectiveness of EWCs. Updates to the legal framework are expected in the near future.
